UPDATE ON BOARD OF FISHERIES SALMON INDUSTRY RESTRUCTURING PROPOSALS (SEPTEMBER 2009)
Proposals scheduled for the 2009/2010 meeting cycle
The following nine proposals (#15-#20, #76, #77, and #168) been identified as possible salmon industry restructuring proposals. During the October 13-14, 2009 Board of Fisheries work session, the board will review each proposal to assess whether it has enough information to A) determine if the proposal is complete, B) determine if there are outstanding questions or information needed, C) confirm that board has authority to act on proposal; identify any aspects of proposal where board may need additional authority to make decisions, D) identify whether CFEC, Dept. of Commerce, Dept. of Labor or other agencies need to be consulted on issues raised by the proposal, and E) identify proposal’s review process and schedule. Proposal 15- Repeal 32-foot vessel length limit for Bristol Bay fishery. This proposal was previously considered by the board during the December 2006 meeting (see Proposal 39 from 2006/2007 cycle). It was tabled to the board’s Salmon Industry Restructuring Committee for additional review, which included a Salmon Industry Restructuring Committee hearing held on April 7, 2008 (click here for meeting documents). The proposal is scheduled for the December 2009 meeting for possible adoption.
Proposal 16- Allow use of multiple permits in set and drift gillnet fisheries in Bristol Bay. This proposal was previously considered by the board during the December 2006 meeting (see Proposal 15 from 2006/2007 cycle). It was tabled to the board’s Salmon Industry Restructuring Committee for additional review, which included a Salmon Industry Restructuring Committee hearing held on April 7, 2008 (click here for meeting documents). The proposal is scheduled for the December 2009 meeting for possible adoption.
Proposal 17- Allow use of two permits in set and drift gillnet fisheries in Bristol Bay. The proposal is scheduled for the December 2009 meeting for possible adoption.
Proposal 18- Allow use of multiple permits in Bristol Bay set gillnet fishery. The proposal is scheduled for the December 2009 meeting for possible adoption.
Proposal 19- Allow multiple permit use in Bristol Bay. The proposal is scheduled for the December 2009 meeting for possible adoption.
Proposal 20- Allow use of multiple permit in Bristol Bay drift gillnet fishery. This proposal was previously considered by the board during the December 2006 meeting (see Proposal 21 from 2006/2007 cycle). It was tabled to the board’s Salmon Industry Restructuring Committee for additional review, which included a Salmon Industry Restructuring Committee hearing held on April 7, 2008 (click here for meeting documents). The proposal is scheduled for the December 2009 meeting for possible adoption.
Proposal 76- Allow use of seine nets for pink salmon harvest in Norton Sound. The proposal is scheduled for the January 2010 meeting for possible adoption.
Proposal 77- Allow use of purse seines and beach seines for harvesting salmon in the Norton Sound-Port Clarence Area. The proposal is scheduled for the January 2010 meeting for possible adoption.
Proposal 168- Repeal the length limit on salmon seine vessels in Alaska. A similar proposal (# 253 from the 2008/2009 cycle) addressing the seine vessel length limit for only Southeast Alaska was considered by the board during the February 2009 meeting and tabled to the board’s Salmon Industry Restructuring Committee for additional review. Proposal 168 is scheduled for the March 2010 meeting for possible adoption.
Proposals deferred from previous meeting cycles
The following proposals had been tabled to the Board of Fisheries Salmon Industry Restructuring Committee for additional review.
Proposal 82 (from 2008/2009 cycle) - Allow use of two set gillnets permits in Eshamy District. This proposal was tabled from the December 2008 meeting to the board’s Salmon Industry Restructuring Committee for additional review prior to the 2011/2012 cycle.
Proposal 184 (from 2008/2009 cycle) - Allow 120 pots for vessels with two Tanner crab permits onboard. This proposal was tabled from January 2009 meeting to the board’s Salmon Industry Restructuring Committee for additional review prior to the 2011/2012 cycle.
Proposal 185A (from 2008/2009 cycle) - Allow additional crab pots if two permits are held. This proposal was tabled from January 2009 meeting to the board’s Salmon Industry Restructuring Committee for additional review prior to the 2011/2012 cycle.
Proposal 253 (from 2008/2009 cycle) - Increase length limit to 75 feet for salmon seine vessels in Southeast. This proposal was tabled from February 2009 meeting to the board’s Salmon Industry Restructuring Committee for additional review prior to the 2011/2012 cycle.
